With the advent of larger aircraft and increased passenger flow, airports must now deal with the 'wear out' of aged and outdated facilities and infrastructure. This demographic pattern has proven consistent for Airports worldwide. They must also begin to consider regulatory, capacity and new infrastructure issues as part of the Capital Planning business process.

Funding needs related to facility renewal are being further compounded by safety and security issues. Airport executives have typically relied on past experience when forecasting the strategic needs of their facilities. However, as airport facilities become more complex in functionality as well as traffic, more concrete funding justifications and analysis related to facility development and renewal becomes necessary.

With these Capital Planning Challenges, Airports are beginning to consider the TCPS® solution, the industry leading software and methodology developed by Altus Capital Planning (ACP) TCPS® is a state-of-the-art capital asset planning process designed to act as a strategic decision support tool for Airport executives.

Business Solution
As one of North America's leading international airports, this Airport is in the midst of their largest expansion ever! Amidst this growth, airport management realized the need to identify and communicate the funding requirements for facility condition renewal related to passenger and airline satisfaction, safety and security. With the introduction of ReCAPP® the first of four Capital Planning modules in TCPS® from ACP, Airport management can now present to its investors a more compelling and logical business case.

Working together, ACP and airport staff developed a database configured to meet the strategic needs of the capital planning group, as well as the tactical needs of the operational and capital projects groups. Unique condition assessment of elements within the airport environment, such as runways, underground utilities and terminal components were integrated into the ReCAPP® software technology. Using ReCAPP® 's proprietary methodology, the Airport client was able to create a fully populated, working database in a matter of months. Corporate knowledge was used extensively in setting priorities, and in populating the Strategic Planning Window (SPW), i.e. years 5 - 25 and beyond.

Electronic Data Exchange (EDE) techniques allowed for the early population of Base (air terminal, airside and groundside) Facilities Data (BFD) from existing sources including maintenance management, pavement, bridge, building, project management and financial management databases.

The Airport managers now benefit from the power and ease of ReCAPP® to make capital planning an integral part of their strategic business focus.

Highlights
The strategic planning and reporting capabilities of ReCAPP® have given the Airport the ability to communicate more effectively with its investors on the magnitude and strategic importance of its capital renewal needs. With ReCAPP® 's unique ability to measure and report on facility condition, strategic planners are now able to communicate the risks associated with deferring specific renewal and/or replacement events. The Airport's managers have also gained the capability of showing the measured effects of their designed strategies using the ReCAPP® scenario builder module.

Similarly within the ReCAPP® program manager module, the operations and the capital projects group can identify, track and communicate the progress of multiple, ongoing projects and their strategic importance to corporate goals and objectives.

ReCAPP® is also being used to help coordinate the timely expansion of existing air terminal facilities and airport infrastructure such as identifying which of the older facilities on site have reached their "end-of-life" and should be either demolished and/or replaced.

The Airport management and staff see ReCAPP® as the tool that will help them to successfully plan and coordinate, concurrently with the airport master plan and with the current air terminal and infrastructure redevelopment program, strategic long-term airport facility needs.
